Yes, if you still have not submitted and paid for your ad, you can still name it.

After saving the ad from the ad designer, click the Continue & Review button at the top right. In the review page, type in the name of your ad in the space under Name Your Ad.

However, if you have already paid for your ad, you can no longer change it's name.
